EARN Project Background and Rationale

Approximately 27% of Bangladesh’s youth population are NEET (Not in Education, Employment or Training). This means that a significant portion of the youth population is not engaged in education, employment, or training. The number is estimated at around 12.6 million, of whom 89.6% are women, and approximately 61% live in rural areas.

The major reasons for becoming NEET include a lack of skills development and income-generating opportunities in rural areas, as well as various barriers to participating in training programs. Socio-economic challenges, particularly restrictions on women's mobility in many families and the disproportionate burden of household responsibilities placed on young women, have a negative impact on their participation in economic activities. Meanwhile, the female labor force participation rate is only 36.4%, compared with 84.2% for men, which is a matter of serious concern.

The fact that approximately 90% of the NEET population are women highlights the significant gender dimension of the issue. These women face multiple barriers to accessing existing skills development opportunities. NEET youth also face various challenges. For example, most training centers in the country are located in urban areas or in places that are difficult for rural NEET women to access. Social norms and family restrictions limit their ability to travel outside their local communities. In addition, there are concerns related to safety and security, as well as inadequate accommodation and safe transportation facilities.

Another challenge is that many NEET youth drop out before completing secondary education, meaning they do not have the minimum educational qualifications required to enroll in formal technical training institutions. Furthermore, training programs are often not directly aligned with rural livelihoods and local economic opportunities.

Other barriers include limited access to Socio-Emotional and Behavioral (SEB) skills and Enterprise Development Training (EDT), limited employment opportunities in the areas where NEET youth live, and inadequate access to information about modern opportunities and facilities. As a result, NEET youth often have low employability and limited access to entrepreneurship support services such as seed financing, incubation support, and mentoring or guidance for starting businesses.

These challenges and barriers have created the background and rationale for undertaking the EARN Project.

EARN প্রকল্পটি বাংলাদেশের নির্বাচিত গ্রামীণ এলাকায় NEET যুবদের, বিশেষ করে নারীদের শিক্ষা ও দক্ষতা উন্নয়ন প্রশিক্ষণের সুযোগ বাড়িয়ে এবং তাদের কর্মসংস্থানযোগ্যতা বৃদ্ধির মাধ্যমে কোভিড-১৯ মহামারী-পরবর্তী অর্থনৈতিক পুনরুদ্ধার প্রক্রিয়া ত্বরান্বিত করবে। পাশাপাশি কোনো সংকট বা জরুরি পরিস্থিতিতে এটি দ্রুত ও কার্যকরভাবে সাড়া দেবে। নির্বাচিত গ্রামীণ এলাকা থেকে উপযুক্ত NEET যুবদের চিহ্নিত করে বিভিন্ন ধরনের সহায়তা দেওয়ার মূল ধারণাগুলোকে এই প্রকল্পে অন্তর্ভুক্ত করা হয়েছে। প্রকল্পটি নারীদের উপযোগী প্রশিক্ষণ কেন্দ্র গড়ে তোলার মাধ্যমে তাদের প্রয়োজনীয় দক্ষতা অর্জনের সুযোগ দেবে। এসব সুযোগের মধ্যে থাকবে উপযুক্ত স্থান নির্বাচন।

EARN প্রকল্প গ্রামীণ NEET যুবদের, বিশেষত নারীদের জন্য 'দ্বিতীয়বার শিক্ষার সুযোগ' (Second-Chance Education) প্রদান করবে। উদ্যোক্তা উন্নয়ন এবং আর্থ-সামাজিক আচরণগত (SEB) দক্ষতা উন্নয়ন প্রশিক্ষণের পাশাপাশি প্রাথমিক তহবিল (সিড ফাইন্যান্সিং), নিয়োগকর্তা ও শ্রমবাজারের সঙ্গে সংযোগ স্থাপন এবং কর্মসংস্থানের সুযোগ সৃষ্টির মাধ্যমে এই প্রকল্প একটি রূপান্তরমূলক পরিবর্তন আনবে। এটি বাংলাদেশের ক্রমবর্ধমান কর্মক্ষম জনগোষ্ঠীর জন্য শেষ পর্যন্ত লাখ লাখ নতুন কর্মসংস্থান সৃষ্টি করতে পারে। প্রকল্পটি সামাজিক বাধাগুলো দূর করে যুবদের, বিশেষত নারীদের আর্থ-সামাজিক অন্তর্ভুক্তির জন্য একটি অনুকূল পরিবেশ তৈরি করবে এবং সরকারি ও বেসরকারি অংশীজনদের প্রাতিষ্ঠানিক সক্ষমতা বৃদ্ধি করবে। এছাড়া সচেতনতা বৃদ্ধি, সামাজিক উদ্বুদ্ধকরণ কর্মসূচি, ক্যারিয়ার কাউন্সেলিং, মনস্তাত্ত্বিক সহায়তা এবং পদ্ধতিগত সক্ষমতা বৃদ্ধির মাধ্যমে সরাসরি সুবিধাভোগীদের বাইরেও আরও অনেক যুব উপকৃত হবেন।

এই প্রকল্পের পরিকল্পনাটি অর্থনীতির বহুমুখীকরণ সহজ করে একটি টেকসই অর্থনৈতিক উন্নয়ন নিশ্চিত করবে। আশা করা হচ্ছে যে, সফল বাস্তবায়নের মাধ্যমে EARN প্রকল্পটি ২০২৮ সালের মধ্যে অগ্রাধিকারপ্রাপ্ত খাতগুলোতে পর্যাপ্ত (প্রায় ৯ লাখ) দক্ষ জনশক্তি তৈরি করবে, যা অর্থনৈতিক রূপান্তর ঘটিয়ে দেশকে উন্নয়নশীল দেশ থেকে উত্তরণে সহায়তা করবে।
